Will you sell me a small lot on the riverfront? No, that requires involvement and approval of various state, county and local departments, costs that are not recoverable and the infrastructure that is not there.  

Will you hold the mortgage? Financial arrangements are the responsibility of the buyer. There is a very small possibility if a series of restrictions and multiple specific terms are agreed upon and met by the buyer.
